Who needs a waste carrier registration?

Any business that transports waste (a carrier), buys, sells or disposes of waste (a dealer), or arranges for others to do so (a broker) must be registered with SEPA.

What is the difference between upper and lower tier?

Upper tier is for anyone handling waste produced by others, or carrying construction and demolition waste. It lasts 3 years and must be renewed. Lower tier covers carrying only your own waste, charities, voluntary organisations, waste collection authorities, animal by-products and agricultural waste. Lower tier does not expire.

How much does it cost?

Upper tier fees depend on the activity. A single Waste Carrier registration is £395.00 new or £245.00 to renew, a single Waste Broker registration is £395.00 new or £245.00 to renew, and a combined Carrier & Broker registration is £790.00 new or £582.00 to renew. Lower tier registration is £75.00 and does not need renewing. Fast track processing is £15.00 and additional registration cards are £10.00 each. Prices include the statutory registration fee and our service fee.

How long does registration last?

Upper tier registrations and renewals last 3 years. Lower tier registrations do not expire, but you must keep your details up to date.

What happens if I operate without registering?

Carrying waste without the correct registration is a criminal offence and can lead to a fine of up to £5,000. Vehicles used to carry waste illegally can also be seized.

Are you part of SEPA?

No. We are an independent application checking and submission service. Registrations are granted solely by SEPA, and you can apply directly with them yourself for the statutory fee alone.

How long does the application take?

The online application takes about 15 minutes. We aim to check and submit applications within one working day of payment clearing, or within four working hours with fast track processing.
